Texas is too scared to actually do it.
Nothing happens. Look at it, if tamu really had an interest in the SEC why wouldn't they do it already? A standing invitation to God's favorite football conference. Who wouldn't take it in a heartbeat right? Either SEC isn't the best conference all-around or tamu knows who they have their chances with.
Texas cannot abandon all other sports for indy football. Sure FB is the best, but are they seriously going to join up with the wac or c-usa in olympic sports? No, and the Big12 wouldn't let them keep their other sports in.
I think both stay, because someone is going to call out the nation and tell them to start playing the game and prove it on the field, and not in secret checkbooks
