This article from a Nielsen poll in May 2011 places the ipad marketshare at 83%. Still a drop if you believe the first article, but even if BYU used the 65% number you quoted it's still a commanding figure. The above article from Nielsen polling places the next closest competitor at 4% marketshare but but it's probably safe to assume that all of the remaining 17% marketshare belongs to android since the HP/Palm OS touchpad was just released and the Cisco Cius is also pretty new.
but regardless of where it really is (hard to pinpoint actual sales), Android is certainly not to be ignored and if the iphone vs. android story is to be repeated, then the ipad is indeed in line for some kind of drop. If I were to guess why BYU isn't developing for it, it's simply because Apple has a long history with the education market and the people in charge probably all use iphones and ipads.
