If you were an NFL GM in April and if both players were eligible, who would you select?

If Heaps were a senior the same time Locker would, EVERY GM would take Heaps over him, if based purely on Skills and Intelligence.

Running QBs are hit and miss really.

Safer bets are the pocket passers. Ala Sam Bradford

Heck, as a GM, I'd rather draft Heaps now and not be able to play him than take Locker. I don't need wildly inaccurate, losing QBs as my QB of the future in the NFL.
