Lowest PER in at least 25 years

So, I just checked, Riley Nelson had the lowest PER for a quarterback that attempted at least 10 passes in the last 25 years of BYU football.

In 25 years, we have had quarterbacks with negative PER ratings (Riley Nelson FSU 2010 for example), however, we have never had one that attempted at least 10 passes.

I looked it up on ESPN and Yahoo Sports, and both say that Nelson was 4-9 with 3 picks and 19 yards. That's -4.5 PER, but both sources say that he didn't have 10+ passes.
