If you listen to one side this is a good thing and you listen to another side this is a horrible thing. Please, someone break this down for me. What does this really mean?

Essentially it removes government regulations from Internet Providers.

Generally that is a good thing, but in this case the negatives seem to outweigh the positives as it means internet providers will charge more to access certain sites, like ESPN.com may cost more to access than google.com. And internet providers will be allowed to track and sell your browsing history with far greater detail than is currently possible.
