He doesn't used Win/Loss Record or Opponents', but ranks teams based on offensive/defensive stats.

Texas is #1.
BYU is #14.
New Mexico is #16.
Utah State is #18.
Arizona State is #29.
SDSU is #33.
Tulsa is #38.

I like Pomeroy because he standardizes everyone's offensive and defensive stats. IIRC, he uses points per 100 possessions or points allowed per 100 possessions. It makes it so a slow down team like Princeton or Air Force don't get bonuses for "good defense" and fast teams like UNC for points scored.
