If Mangum actually even THOUGHT about using a RS year, that penalty celebrating in Rice-Eccles looks very very very foolish now. Brutal way to lose a RS.

Can someone really lose a RS year just over a celebration penalty? Even if you didn't play? That sounds like something that even if true cold be successfully petitioned. Otherwise, this would take the cake on stupid NCAAF rules.
