It means we're coming up on the end of our 8 year deal with ESPN so BYU has been actively pursuing an extension to that contract. This is goo news.

The existing contract runs through 2018 with an option for ESPN to extend it through 2019. It is about that time that negotiations for the next contract should start sometime this year.

Sounds like we should have renegotiated in 2015 or 2016 while ESPN was throwing money at football teams/conferences.
